Pennsylvania will extend the application period for the Property Tax Rebate/Rental (PTRR) program. This news is welcome, as it means thousands of Americans can still apply for up to $1,500 in cash refunds to cover rent or property taxes following the postponement of a key deadline. Governor Josh Shapiro’s administration announced this extension for 2024, running until December 31, 2025.

Immigrants without a valid Social Security number or ITIN are not eligible

The deadline extension applies to this state reimbursement program, and officials say the expanded eligibility means some people who previously didn’t qualify may now be eligible. However, they also stated that immigrants without a valid Social Security number or ITIN are not eligible. With this extension, eligible Pennsylvania residents can submit their applications for 2024 until December 31, 2025, as mentioned above.

The program is designed to help low-income seniors, widows/widowers, and people with disabilities

The Department of Revenue stated, “To date, funds have been allocated so that all those who qualify can benefit from the program.” The program is designed to help low-income seniors, widows/widowers, and people with disabilities obtain refunds. It’s important to know that the amount each beneficiary receives depends directly on their annual income and whether they own or rent their home.

Certain residents in cities such as Philadelphia may receive additional automatic supplemental refunds

The system is structured so that those with lower incomes receive the greatest benefit. For example, to be eligible, applicants must have paid rent or property taxes on their primary residence during 2024 and be residents of the state. Those with incomes between $0 and $8,270 receive a maximum refund of $1,000; those with incomes between $8,271 and $15,510 receive a maximum refund of $770; those with incomes between $15,511 and $18,610 receive a maximum refund of $460; and those with incomes between $18,611 and $46,520 may receive a maximum refund of $380. In addition, the Department of Revenue notes that certain residents in cities such as Philadelphia, Scranton, and Pittsburgh may receive additional automatic supplemental refunds if they meet specific financial need requirements.

Finally, and equally important, homeowners must provide proof of 2024 property tax payments, while renters need a completed PA-1000 RC form from a landlord or a notarized affidavit. If a refund has already been requested, the payment status can be checked on the state’s official website using the individual’s Social Security number and date of birth.
